Use Interest Approach to Implement Terms & Conditions

Despite mutual commitment to the interest approach in negotiating "contract" terms, individuals cannot assume that the interest approach will be used to implement those terms. The latter decision needs to be made separately from the former; the interest approach to implementation needs to be an explicit component of the negotiations - articulated, memorialized, and dispersed to all the parties involved.
